YURI PETROV'S MAGICAL BLUE FIRE aka LaLa goes through his fights frame by frame in a futile attempt to figure out what he's capable of
The more I analyze him, the more I'm convinced that the creative staff didn't care about Yuri as a character at first beyond his use as a villain. Thematically, he is very important to the show, but as a character, his role is minimal until episode 16. Even then it's only used to create a parallel between his father, himself, and Kotetsu. His character development was basically used to develop Kotetsu by contrasting them, and his importance in the show dwindles rapidly afterward except to be a source of cleaning up loose ends and being a deus ex machina. It's probably because of this that the creative team weren't very consistent with his powers and abilities, as he was meant first to be a source of conflict and was of thematic importance instead of being a character on his own right.
Speed
In episode 7, Lunatic "fights" Barnaby. I put fight in quotes because he doesn't so much fight him as run away from him. In the air, using his fire-powered hand thrusters, he can not only keep up with but out-pace Barnaby on Hundred Power. This makes him very, very fast. In fact, he almost seems to be phasing/teleporting in certain frames. He flickers, vanishes, and then appears somewhere else. Likewise, when Barnaby goes in to punch him, he moves out of the way only to reappear right in front of him (To be fair, Barnaby had run out of power by that point).
When Kotetsu catches him with his wire and pulls him in, Lunatic manages to right himself in a very small frame of time. From this episode alone, we can determine that he's quite dextrous, has a fast reaction time, and is capable of being very fast when he wants to.
However, if he is so fast, then his encounter with H-01 makes a little less sense. Unless Lunatic is phenomenally incapable of expecting attacks, he should have been at least able to foresee H-01 shooting that laser beam and then dodge it. If Tiger and Barnaby are capable of doing such a thing in their fight against it, then Lunatic, who is just as fast if not faster, should have been as well. One could argue that he's slower on the ground, but... How the hell did he not notice that H-01 was readying an attack?Probably spacing off again, that's how.
Defense
The only thing I really want to bring up is the scene in episode 8 when Kotetsu punches him with 100 power. His mask does crack, which probably means it was his mask protecting him, but that's still kind of impressive. Granted, Kotetsu isn't out to seriously injure anyone, but taking a 100 power punch to the mask isn't something most people can do, I think.
Attack
IDK. I'm assuming he can throw a decent punch, but he primarily uses ranged abilities anyway, so his punches aren't anything to be afraid of.
His fire seems to be short range, however, which he compensates with his crossbow. Without it, his ability to project his flames only goes so far, so it's only useful for close-mid range attacking if he doesn't have a way to carry it farther. And speaking of his fire...!
MAGIC BLUE FIRE
FUCK HIS MAGIC BLUE FIRE. IT MAKES NO SENSE.
Okay, to start, we have some proof that his fire can be made...tangible. For example, he can conjure fire, adhere said fire to a crossbow, and then somehow have a physical bolt appear from it. He does this a few times in the series. Maybe the animators were being lazy. Maybe he's secretly a fan of magic and knows tons of slight of hand tricks. I DON'T KNOW; FUCK HIS MAGIC BLUE FIRE.
Another thing that his fire has done is...teleport/phasing. In episode 16, he leaps off a billboard and onto traffic, but then disappears in a burst of flame. It could be that he used the fire as cover to fly away, but the presentation of it made it seem like he just...vanished.
Later on, in the same episode, he burns through a wall. Except the wall is not damaged, so it appears that he phased through it instead. Maybe the animators forgot or were lazy. Maybe he can actually use his fire to teleport. WHO KNOWS.
Furthermore, while his own fire can't seem to burn him, things that have been heated by his powers can, which explains how his father was able to burn his face.
As an aside, while Yuri clearly had the blue NEXT glow as a teenager, as an adult, he doesn't seem to be glowing anymore. This could be another animation error, but if I'm remembering correctly, he doesn't glow when he burns that newspaper in the end of episode 5, either. All other times he's dressed up as Lunatic, which I'm assuming hides the NEXT glow.
